Intelligence agencies are running an unending turf war and one-up-man-ship to please their respective bosses. Even if one agency [mostly the Intelligence Bureau] gets a clue about a possible attack, its advice is hardly heeded to by state police. Police needs urgent reforms, but nobody cares; the result is that India’s police perhaps is one of the most corrupt, ill-trained, poorly staffed and inefficient force in the world.
Terrorists know that if they strike, there would be hardly any follow up, and they can strike at will after the earlier incident is forgotten. This, aided with availability of crowded places, make India a terror target much more than it deserves.
