Ruby/DBI now using git - do not use RF CVS to track

Please DO NOT use the CVS repository as it's no longer being used for development. Please track this git repository instead: git://hollensbe.org/git/ruby-dbi.git Some already-included features are a new Rakefile, significant fixes to the DBD::Pg driver and a partial overhaul of the DBD test suite.
