Ruby/DBI has new maintainers

Daniel Berger and Francis Hwang have been gracious enough to allow myself and Christopher Maujean to take over the Ruby/DBI project. Ruby/DBI has not seen a release since 2006, and we're aiming to change that. However, we have a lot of administration pieces to pick up before that's feasible. Right now we've added new mailing lists and a new homepage (with a complete API RDoc built against the project) to aid in this process. Now we're diving into the tracker, and there are plenty of bugs and plenty of patches... And there will be plenty of changes over the next few weeks.
