The term "labia" refers to the outer genitalia of a woman; "-plasty" is a suffix use in plastic surgery for an operation that changes the form of the structure that is named before it. So "labiaplasty" is an operation to change a woman's external genitalia.
The fact that anyone (including the woman concerned) would seek to change a woman's genitalia is very controversial among some women's groups. Blogs provide a home for the discussion which ranges from civil individual reports to claims nearing insanity. There are those who would compare any such surgery to female genital mutilation regardless of the fact that most women who have had it are very pleased.
Part of the problem in characterizing the term is that there is no standard labiaplasty procedure. Some surgeons include surgery inside the vagina and others limit to to the outer structures. Arguably the "outer" surgery is safer than the "inner."
