McCain wasn't calling for the counter-insurgency strategies implemented by Gen. Petraeus. As surge advocates endlessly argue, the "Surge" isn't exclusively or even primarily about more troops, but rather, is defined by its shift to a "population-centric approach." Sam Brannen makes some very compelling arguments for this. I agree, particularly to his argument that this leads to an impression of permanency in terms of the US occupation. It's well worth reading.
