Many were disturbed and a bit miffed recently to find out that Iraq currently has a $79 billion dollar budget surplus. To be fair, that budget surplus mostly exists because the process to approve spending is unbelievable difficult, in order to prevent corruption.

A recent US audit of Iraq's four year budget, shows it will close in a major surplus. A surplus so sizable, that it has gained some notable attention. Between 2005 and 2008, the Iraqi government is expected to finish upwards of $80 Billion in the black. Which is leading Congressional Lawmakers on both sides of the aisle to show some concern.

A congressional report has found that the Iraqi government will soon have a $79-billion surplus, thanks to the record price of oil. It’s a figure that will surely raise eyebrows as the U.S. shells out an additional $48 billion for reconstruction, but the situation, like all things involving billions and bombs, is a lot more complicated.
