US Census
The US census is conducted every 10 years because the Constitution requires that the number of members each state sends to the U.S. legislature be based its share of the nation's population. Census data is also used to apportion federal budget money to the states for education, roads, and determine the composition of the Electoral College. The census has been historically conducted under the neural auspices of the US Commerce Department to maintain the integrity of the census.
The Obama administration has recently proposed that the Census Bureau report its findings to the White House rather than the Commerce Secretary.
The present census issues are whether 1) the White House should "oversee" the Census; 2) the census should be taken by a physical count or statistical sampling; and 3)the Census Bureau should become an independent agency after the 2010 census.
