Bankruptcy is the inability of a debtor to repay his or her creditors the amount owed. It is something that must be applied for to the courts and the debtor must be legally declared bankrupt in order to have any debt waived.
The process of bankruptcy was originally started to help creditors regain some or all of what was owed to them by the debtor. But it has since become something used widely by debtors as a way to get out of having to repay all or some of their debt.
There are lawyers that specialize in bankruptcy and will often do the legal action required for a minimal fee.
