Blog search engines work using a variety of methodologies, depending on the site. Most use the tags provided by bloggers to determine which results will show up. Some use keywords gathered from the text of a blog. Others use metadata that they are able to pick up from sites that are indexed by their spiders. Blog search engines also accept submissions of blogs to their sites as a way to make sure that all blogs can find a way to the eyes of their users.
