Food safety comprises all of the kitchen cleanliness and food handling and storage rules and regulations that keep people from getting sick when they eat. With recent lawsuits stemming from E. coli infected meat and filthy restaurant kitchens like those revealed on Gordon Ramsey's Kitchen Nightmares, food safety is more of a concern than ever.
Basically, food safety rules and practices are there to prevent food poisoning. This is a concern in private home kitchens, in restaurant and institution kitchens, and in foreign countries where sanitation and food handling may not be up to Western levels.
