A Congressional insertion is not illegal per se. No. What Ping wants to know is why Villar inserted two (2) 200 million peso budgetary provisions in the 2008 budget in the same project.

I think premature campaigning is great since we can have a sneak preview of the people running for the highest position and live a lavish, yet hectic life in the Malacañang Palace for a couple of years.
