Vector images uses mathematical equations to render thus can be resized without the pixelation concerns of non-vector images. Unless you have Adobe Illustrator you might find it difficult to create a vector image.

I feel like I’ve been ignoring my drawing side this year, so I decided to get some practice. I don’t do much computer art, but I’ve always wanted to create a style that sort of mixes my pen and ink art with a vectorized look, but I don’t really want to use Illustrator.

Vector images are not made up of pixels, but they are mathematical representations of an image, therefor they can be manipulated easily, and generally do not take up as much disc space.
